ADA Title II compliance date checker, by population

Rule text as of Nov 8, 2026 (eCFR, 28 CFR 35.200, last amended by AG Order 6742-2026)

The Title II web rule has two compliance dates. Which one applies depends on the entity’s total population. Enter yours below. The page runs in your browser and sends nothing anywhere.

Example value. Leave it for a special district.

What the rule says

28 CFR 35.200(b)(1): “Beginning April 26, 2027, a public entity, other than a special district government, with a total population of 50,000 or more shall ensure that the web content and mobile apps … comply with Level A and Level AA success criteria and conformance requirements specified in WCAG 2.1”, unless the entity can demonstrate a fundamental alteration or undue burdens.

28 CFR 35.200(b)(2): “Beginning April 26, 2028, a public entity with a total population of less than 50,000 or any public entity that is a special district government shall ensure …” the same.

These dates replaced April 24, 2026 and April 26, 2027, respectively, in the Justice Department’s April 20, 2026 interim final rule (91 FR 20902). Read from eCFR on Nov 8, 2026.

Which population counts

28 CFR 35.104 defines “total population” as the Census Bureau’s population estimate from the most recent decennial Census. For an independent school district, it is the Census Bureau’s most recent Small Area Income and Poverty Estimates. A special district government is a public entity, other than a county, municipality, township or independent school district, whose population the Census Bureau does not calculate. For an instrumentality or commuter authority without its own estimate, 35.104 uses the combined population of the governments it serves. Which rule limb fits your entity is a legal question; ask your counsel.
