Does ADA Title II apply to my special district?

As of Nov 8, 2026

Yes. The Title II web rule applies to state and local governments, and ADA.gov gives special districts the later deadline: April 26, 2028. The earlier date, April 26, 2027, is for governments with a population of 50,000 or more.

Definition. A special district is a local government unit set up for a single function or a few functions, such as water, fire, parks or libraries. For the web rule, ADA.gov lists special districts with the April 26, 2028 group. Source: ADA.gov.

What to do first

  1. List every web page, PDF and form your district publishes, including meeting notices and payment pages.
  2. Note which content is hosted by a third party, such as a payment or agenda vendor.
  3. Pick an owner per item and an order, before running a scan.
